A Proposal to Kuala Lumpur regarding flood problem

Personally i'm getting tired with all the flood problem in kuala lumpur. The authority kept on saying that we will get to this matter since i was a little kid. Then they propose the solution for this matter which is the smart tunnel. They would say that the smart tunnel would stop the flood in kuala lumpur. The interesting part is we take for granted thinking that the smart tunnel can solve the flooding problem to the extend we didn't realize that we have been manipulated. Yes the smart tunnel can solve the flood in KL but only some part of it.. not all. When this happen, now they start saying that smart tunnel only accommodate for certain amount of places. this "minority people" gets the profit leaving us suffer from the losses. Now my proposal is why not just flood the whole KL. just like the city of venice. flood won't be a problem anymore... haha. Plus no more traffic jam at peak hour. People are getting tired of this nonsense. flood the place, everything settle. Another thing... stop all the tax impose by the KL authority. think for a second, if you subscribe a services, for example telco services. If the service is bad, you can terminate the service and you won't get angry. Now... if the authority is not performing good then stop paying the taxes. That shoud be the way. Why should i pay if i'm getting this problem. I WANT A REFUND....lol.
